The traditional approach to SharePoint site hierarchy typically meant creating a site collection with all of your “subsites” under it. This approach has its advantages and disadvantages. Microsoft’s recommendation is to use site collections for each of your sites instead, and they’re providing all of the tools we need to do so, including Site Designs, Hub Sites, O365 Groups, and other functionality. While subsites are still supported, they are not getting any attention going forward. To migrate from the traditional subsite hierarchy to the modern “flat” hierarchy, ShareGate is providing “Promote” functionality that allows you to upgrade your subsites to site collections as you migrate them.
